Chapter 1, Implementation Background of Product Quality Credit Evaluation
1. Introduction to ICE8000 International Credit Standard System and Product Quality Evaluation Standard
The ICE8000 international credit standard system is a series of standards for credit evaluation, credit supervision, credit information dissemination, and professional qualification assessment issued by the World Credit Organization (WCO) and the International Credible Enterprises Association [ICEA], which belong to organizations and individuals. The standard of conduct is also an international universal standard formulated by the Chinese. The ICE8000 family of standards is mainly released to promote social integrity and reduce social and economic transaction costs. It is famous for its fairness, openness in assessment and supervision, and quick and severe punishment for breach of trust. It is a measure of the integrity of various organizations. A kind of recognition, promotion and guarantee, which is the cornerstone of establishing mutual trust in economic transactions or other activities. The ICE8000 international credit standard system does not put forward specific performance and technical index requirements for the products and services of the organization, but requires the organization to be responsible to customers and the society for the quality and defects of products and services, and to be honest and creditable in the process of sales or services , not to deceive and mislead customers. The ICE8000 international credit standard system does not pay attention to the intermediate process of the organization's products and services, but to the organization's commitment and the results of commitment fulfillment.
"ICE8000: 2005038 Product Quality Evaluation Standard" is a public welfare credit evaluation standard among the ICE8000 family of standards. Its main purpose is to assist governments of various countries in product quality supervision, urge various enterprises to pay attention to product quality, and protect consumers' lives and health and other rights and interests, promote social integrity, and standardize the product quality public welfare credit evaluation behavior of ICE8000 credit institutions.
2. Characteristics of ICE8000 product quality evaluation
1. Compared with commercial credit evaluation, ICE8000 public welfare product quality evaluation does not charge the evaluated object, and its funds come from the manuscript fee income after the release of the credit evaluation report (it requires the media that publishes and reprints the credit evaluation report to pay the manuscript fee) , social donations and international integrity funds to make up the difference, and the management of its funds is completely open to the public. This model is known as: the organization and implementation of credit institutions, the media pays the bill, and the public benefits.
2. Donors cannot attempt to know or influence the selection of evaluation products and evaluation results. In order to prevent donors from attempting to influence the evaluation product selection and evaluation results, "ICE8000: 2005038 Product Quality Evaluation Standards" stipulates that organizations and individuals providing donations shall not seek to know undisclosed credit evaluation implementation plans and implementation plans, and shall not use Donate as a condition to try to know or influence the selection of evaluation products and evaluation results, otherwise, verbal warnings, public warnings, and public exposure will be punished.
3. The process of ICE8000 public welfare product quality evaluation is scientific. Each credit evaluation implementation plan is kept confidential before and during the implementation. Personnel follow up and monitor.
Third, the significance of this credit evaluation
"Maintaining the legitimate rights and interests of consumers is the common responsibility of the whole society. The state encourages and supports all organizations and individuals to conduct social supervision over behaviors that harm consumers' legitimate rights and interests (Article 6 of the Law of the People's Republic of China on the Protection of Consumers' Rights and Interests)." This credit evaluation is the first time for a credit institution in China to conduct a fair, open, neutral, and objective credit evaluation and supervision of product quality, marking that China's credit institutions officially use the social credit system to assist the Chinese government and other social organizations The beginning of product safety and protection of consumer rights.
Chapter II Implementation of Credit Evaluation
1. The organization and implementation organization of this credit evaluation
This evaluation activity is authorized and guided by the World Credit Organization (WCO), the International Credible Enterprises Association [ICEA] and the Beijing Representative Office of the United States World Credit Organization (WCO) Co., Ltd. Four. Products and product testing items
Considering that soy sauce is one of the products most closely related to people's life, we determined that the product to be tested was soy sauce, and decided to test amino acid nitrogen (g/100ml), sodium benzoate (g/kg), total bacterial colony (cfu/ ml), coliform bacteria (MPN/100ml), pathogenic bacteria, and sensory characteristics (color, aroma, taste, body shape) and other six important indicators of soy sauce.
V. Implementation process of product quality credit evaluation
1. Product sampling
On November 22, 2005, three staff members of international credit institutions (respectively: Henriette (Beijing) Credit Evaluation Firm Jia Shuyan International Certified Credit Accountant [ICCA], Liu Jibin International Credit Administrator [ICA], Onas Special (Beijing) Credit Rating Co., Ltd. (Beijing) Credit Rating Co., Ltd. Du Yun (International Credit Administrator [ICA]) and two notaries Zhang Zhenshun and Feng Ruide from the notary office formed a sampling team, and conducted sampling according to the list of supermarkets. After obtaining relevant sales invoices and sales receipts, the The relevant information of the sample shall be recorded in time and sealed for numbering (Note: when sealing, the sample label shall be removed or covered, and then numbered to make a blind sample. The notary party and the credit institution shall each hold a copy of the verification list, which shall be signed by both parties) . On the same day after the sampling is completed, the staff of the credit institution and the notary will promptly send the sample to the notary office of Miyun County, Beijing for sealing.
In order to reflect the social representativeness of the products, 10 high-, medium-, and low-end brands were selected for the brands. Samples are selected from various representative supermarkets in Beijing, roughly according to Beijing's geographical location (east, west, south, north, middle), supermarket scale (large, medium, small), and supermarket nature (state-owned, private, foreign) , see Table 2-1 for details.

2. Sample inspection
On November 23, 2005, the staff of the credit agency and the notary personnel sent the sealed samples to the Beijing Miyun County Product Quality Supervision and Inspection Institute, signed an entrusted inspection agreement and handed over the inspection to the technical personnel of the inspection institute.
3. The testing agency issues the testing results
After the results of the blind sample test come out, the credit institution will provide the testing agency with a sample verification list, and the testing agency will issue an inspection report based on the sample verification list and prepared samples.
Chapter 3 Credit Evaluation Results and Integrity Ranking
1. Calculation method of integrity index
1. Promised quality standards: (1) If the quality standard clearly promised by the enterprise is higher than the national standard, the committed quality standard is equal to the quality standard clearly promised by the enterprise; (2) The quality standard clearly promised by the enterprise is lower than the national mandatory standard, The committed quality standard is equal to the national mandatory standard; (3), if the enterprise has not clearly committed to the quality standard, the committed quality standard is equal to the national standard or industry standard. If there is no national standard or industry standard, the committed quality standard is equal to the lowest standard in the same industry.
2. Measured quality standard: the quality standard of the sampled goods that have been actually tested.
3. Commitment deviation value: used to reflect the absolute gap between the actual quality standard of the product and the promised quality standard
For the high-quality indicators, the committed deviation value = the measured quality standard value - the committed quality standard value
For indicators that choose the best from the lowest, the committed deviation value = the promised quality standard value - the measured quality standard value
4. Commitment deviation rate: used to reflect the relative gap between the actual quality of the product and the promised quality. This indicator can compare the integrity of different grades of products.
Commitment deviation rate = commitment deviation value / commitment quality standard value
5. (Single item, single product) integrity index = (single item, single product) commitment deviation rate * 100
6. Comprehensive integrity index = the sum of each project or each product integrity index.
2. Ranking method
1. The single item ranking is to rank each product according to the level of the individual index integrity index of each product;
2. The comprehensive ranking is to rank the manufacturers and sellers according to the level of the comprehensive integrity index.
3. Evaluation results and ranking of individual indicators
The product credit evaluation is based on the product quality standards: GB 18186-2000 "Brewed Soy Sauce" and GB 2717-2003 "Hygienic Standards for Soy Sauce". There are no specific indicators for coliform bacteria, pathogenic bacteria, and sensory characteristics, so they are no longer ranked. The evaluation results and rankings of the three indicators of amino acid nitrogen, sodium benzoate, and the total number of colonies are as follows:

Indicator description: Amino acid nitrogen is the essential component of soy sauce and an important indicator of soy sauce quality. When frying, frying, steaming, and cooking dishes, after adding an appropriate amount of soy sauce, the amino acids in the soy sauce react with salt during the cooking process to form amino acid sodium salt (that is, monosodium glutamate) and produce amino acid derivatives during the heating process. This adds a unique flavor to the dish. At the same time, during the cooking process, the amino acids in soy sauce also react chemically with sugar to produce an attractive aroma.
